Mikhail S. Znamensky (1833, Kurgan - 1892, Tobolsk) - Russian artist (cartoonist, book designer, painter), historian, historian, ethnographer, memoirist. A close friend of the author of "The Little Humpbacked Horse" AP Ershov and exiled to Siberia Decembrists. Sketch depicts meeting of the special committee, sorting out high-profile case, the institution in Tobolsk in 1863 on exiled there shortly before the poet ML Mikhailov (1829-1865) and ended in the defeat of opposing so local officials. This case gained wide publicity and highlights, in particular, the "bell" Herzen and Ogarev.

Author of the picture was familiar both with the Michaelmas, and the circumstances of the case (it was his unpublished diary is one of the key sources for the history of the question).
