Strongly doubt that there is at least some ability to identify the author . Such landscapes in Europe, wrote tens of thousands of artists. In most cases, their names are unknown to anyone . This landscape , in my opinion , also unremarkable. I do not think it can be sold more expensive than $ 100 and then if there is a buyer .

I may be wrong . Please wait for the comments of others.

IV, have no opportunity to make a decent quality picture, but upon visual inspection date is very similar to 1827.
