Advise whether someone (preferably in Europe), who could take a closer look? I would like to know if the signature is forged, whether contemporary or our contemporary Brodsky?

Is there already available methods for determining the age of paint (in the sense , paid the money, " Spectrometer " checked and given conclusion ?)
