Our whole country is expropriated, and that from this? Never in Russia would not have enacted laws allowing to return the expropriated by the Bolsheviks value. If only the Romanov dynasty on the throne of Russia will not be returned, and this is again a bloody partition of the status quo in Russia. And if there is no such laws, then the claim can not be present. And the law of restitution also will not be. And allow the sale \ lease cultural values individuals could easily afford. It goes with different reservations (you can not sell and ship outside the country, compulsory exposure, etc.) It is beneficial to all parties - from the state to collectors. And of course, works of art will benefit from this, because private traders will watch them a much better state.

When something HG Wells called Lenin Kremlin dreamer.
And you leaned in dreamers, friends!
But who will let you?
Yes, he will rot and simply write off, and all will be honest! Rotted - canceled!
But sell ...., so here to begin! And the corruption! And looting goskollektsy, etc, etc.
But officials say that is better let him rot ...
I remember the story of one of my acquaintance who had long lived in Israel.
When he was a student at university, she wrote an article about the Russian icon. And it blank if the funds of the Tretyakov Gallery. It was in the late 70's and early 80's.
It said that the icons were standing in puddles of water on the floor. and quite complicated icons. And special case anyone was not.
And you are talking about the provincial museums!

Remember, when historic buildings are allowed to buy out private investors? The idea was sound, just no state control did not save those same monuments from destruction, alterations, re-planning and making estates in the sauna may, with the film won?
Would be even worse. All we had a country of extremes. Allowed from the store, and sell - everything.

Do not sell!
Stolen! Under this sauce.
Nevertheless stolen from the people! And these things will meet the same fate.

Quotation marks are superfluous, because they do not rot in a figurative, but in the literal sense.
