Default How to create a good gallery?

Let's discuss the theme of the creation of ART gallery from scratch.
Who has any experience in the creation or errors in the process.
What is the perfect gallery, is there some examples?
For introductory thoughts:
Regional Gallery
Area up to 2000 meters
Investing in things - 2.3 million euros. Destination?
Staff?
Infrastructure?
