The signature on your picture made not Latin, and Cyrillic. This is primarily evidenced by the letter "r" after the number of years. Most likely, the sign means "V. Пестић" (in Russian V. Pestich). There is your picture, apparently not from Germany, and from those areas of Austria-Hungary, which used the Cyrillic alphabet, and later became part of Yugoslavia (Bosnia, Herzegovina). Signed drawn quite professional, but here the level of art, unfortunately, very naive. By your "Little Red Riding Hood" - the artist-fan and find him, in my opinion, impossible.
