Podilsya in 1939. Graduated from Moscow State Art Institute named after VI Surikov. His teachers were great artists: MI Kurilko, P.P.Sokolov-Skalya, AA Deineka, M.M.Kurilko-Rumin. Member of the Moscow Union of Artists since 1969. In 2001, V. Kulakov Prize laureate was the Mayor of Moscow in the field of fine arts. He was awarded the silver medal of the Russia Academy of Arts. In 2002 he was elected a corresponding member of Academy of Arts of Russia. Prize Laureate in Moscow in 2002 was awarded the Gold Medal Russia Academy of Fine Arts in 2005. Kulakov, VA engaged in painting, graphics and monumental art. Vadim A. Kulakov, is the dean of the Academy of Painting Natalia Nesterova. Works are in collections of Russian State Tretyakov Gallery (Moscow), State Russian Museum (St. Petersburg), Saratov Art Museum, Museum of Fine Arts, Kostroma, Yaroslavl Art Museum, the Vologda Picture Gallery, Tula Art Museum, as well as in collections Pinakothek Ravenna (Italy), the Municipal Museum in Dublin (Ireland), Art Museum of Trenton (USA) and in private collections in Russia, the United States, France, Italy, Ireland, Germany, Poland, England, Sweden, Czech Republic, Slovakia, Hungary, the Netherlands. In China, the series "Masters of Painting of Russia issued a catalog of works of VA Kulakov.
V. Kulakov created some 20 major works of monumental - decorative arts. Chief among them - integrated design research library of Tomsk State University, a mosaic in the foyer of the Ryazan puppet theater in the hotel "Russia", reliefs and Florentine mosaics in the Moscow hotel "President-hotel", painted ceiling and walls of the auditorium of the Saratov Opera and Ballet Theater, a mosaic on the facade of the church of the Assumption in Little Nikitskaya Street in Moscow, etc. Each of these operations changes the appearance of architectural space, making it a new emotional atmosphere. Ten of monumental works of the artist awarded the Moscow Artists' Union as the best of the year.
