June 21, 1962, issued a Decree of the USSR Council of Ministers № 635 On conducting art lottery", which stated:
"In order to promote and spread among the workers of the works of Soviet art Council of Ministers of the USSR decrees:
1. To allow the Union of artists of the USSR and the Ministry of culture of the USSR the art of lotteries.
2. To instruct the Ministry of culture of the USSR, the Union of artists of the USSR and the USSR Ministry of Finance to approve the organizing Committee for the arts lottery, to develop and submit to the Council of Ministers of the USSR proposals on the procedure of the lottery.
3. Recognize the need to include in future works of art in the number of wins the Republican money and clothing lotteries".
Next 1963 held its first art lottery, which was played to 20,000 original works of painting, graphics, sculpture, decorative and applied art worth from 50 to 1000 rubles, created by artists of all republics.
It should be noted that this and all subsequent art lottery were only "clothing", no replacement money is not allowed.
There were 14 lotteries: in 1963, 1966, 1968, 1971, and continue every two years.
All ticket lotteries had a nominal value of 50 kopecks

How many people, so many opinions on the quality of painting...Someone will say, in General, SOC.realism sucks...that's Pavlinsky and the state tortured - cool...And Sots.realism in the trash....

Part in all-Union art lottery was considered very prestigious, about the winning works were written in the Newspapers and, of course, the artists there was good work.
About the last years of the lottery don't know.

Just, as they say, was held on 14 lotteries: in 1963, 1966, 1968, 1971, and continue every two years.
