Melnikov E.P.rodilsya in 1928 in g.Buzuluke ( Russia ) . In 1948 he went to study in Samarkand .. In 1953 he graduated with honors from the Republican Art College im.P.Benkova . In 1960 , he graduated from the Painting Department of Theatre and Art Institute im.Ostrovskogo in Tashkent.
Member of the Union of Artists since 1965 For 20 years he taught drawing and painting at these institutions . Since 1960, a permanent member of the Republican and All-Union exhibitions. In the 1990s, had several solo exhibitions in Western Europe and the United States . For seminal contributions to the development of Arts of Uzbekistan was awarded the diploma of the Supreme Council of Uzbekistan , the Silver Medal of the Academy of Arts of Uzbekistan. Order " Dustlik" ( Friendship of Peoples ) , a diploma "For the service of art ," is the winner of the festival of fine art "Tashkent -2004 ."
August 25, 2005 by the Decree of President Islam Karimov Uzekistana Melnikov EP was awarded the title of People's Artist of Uzbekistan.
