Vladimir Tsesler was born April 30, 1951 in Slutsk. He graduated from the design department of the Belarusian State Theater and Arts Institute. Engaged in design, graphics, painting.

Since 1978 and for over 25 years he Tsesler collaborated with the artist Sergei Voichenko (1955-2004 gg.). Their collaborative works are in the best museums of the poster, Latvia, Switzerland, Germany, Japan, Finland, the United States, the State Russian Museum in St. Petersburg in the State of the Art Museum. Pushkin in Moscow, and even the Louvre.
