It seems to me, reads like a "V. Golubev," written in block letters.
It looks painted Vasily Golubev (1921 - 2007), local artist, worked in the Ivano-Frankivsk.
However, his work unit, available online, written in a different style, but the signature looks like.

Both specimens belong to the same handwriting and the same person.
