I assumed that it was written the in 1944. "44" year is not clearly visible, perhaps you are right that there is "99" year. Maybe it's 1899. In my family, this picture appeared in the mid-80's of last century. Was purchased in Russia.

Perhaps this is Nikolai Kuznetsov (1850-1929). Landscape is likely to Crimea, and the year of establishment - 1899.
