Duma toughens punishment of pedophiles

A bill toughening penalties for crimes against sexual inviolability of juveniles under 14 years of age, the Russian State Duma passed the first reading. As the correspondent of IA REGNUM, October 4th amendment to the Penal Code and other legislation, in particular by prohibiting the use of probation and deferred sentence pedophiles. Changed the terms of the right to parole and the replacement of the unserved part of punishment with a milder form of punishment. For persons with previous convictions for crimes against sexual integrity of a minor and committing such acts again, it is proposed to increase the penalties up to life imprisonment.

Establishes a special procedure for the application of compulsory medical measures. The reason for this is the court's decision, taken with regard to the opinion of compulsory psychiatric examination, which implies that the person suffers from a disorder of sexual preference (pedophilia), not excluding sanity.

It is also proposed to introduce a voluntary procedure for the application of the complex of medical measures in relation to other perpetrators of crimes against sexual freedom and sexual integrity. Such a package could include the possibility of prevention of drugs, including chemical castration.

Commenting on the bill, the first deputy head of the faction "United Russia" in the State Duma Tatiana Yakovleva said that over the past 10 years, the number of pedophiles in Russia increased by 3-4 times. "The exact statistics will not allow anybody, but only rough estimates indicate that over the past 10 years, the number of pedophiles in our country has increased by 3-4 times. A number of sexual crimes against children, compared with 2005 increased almost 20 times. In just the last year in Russia, the number of sexual crimes against children has increased in 2,5 times ", - said Yakovlev.
