Any serious foreign-economic activity is possible only under the patronage of state-va. To this end it there are special intituty: Foreign Ministry, Chamber of Commerce, Customs. If you have problems with partners - you will be able to act to protect your interests, relying on their assistance. For example, if you are a timber export. Or other resources.

In our case, obviously, this option is not optimal. It was about finding other options to protect against unfair contractors.
