Default Help, please identify the author

Question to the distinguished art experts. Is it possible to establish authorship and other signs? There watercolor (grisaille) sepia? 19h11, 8cm. I suppose, France (in my view a figure reminiscent of Renoir). Judging by the inscription on the left below the title area and year 98 (1898?). The right appears signature. Thank you in advance for participating !!!

Maybe so - on the left of the signature and the year (.. 18), the right name of the area - shown Zheneva.A Lake Geneva.
