Established August 30, 1814 Manifesto of Emperor Alexander I.
Cross awarded all the priests of the Russian Orthodox Church and the metropolitans to parish priests , inclusive, held in Sana'a before January 1, 1813. In 1816 it was permitted to award the pectoral cross and the Protestant clergy . Issuance of the crosses began only in 1818 and continued until mid- 1829. Crosses were sent to a list provided by the synod of bishops, diocesan provinces , and were issued with the relevant act . Minted and issued 40,000 shares awarded .
