In accordance with paragraphs 8 and 9 of Article 45 of the Federal Law "On Objects of Cultural Heritage (Historical and Cultural Monuments) of the Peoples of the Russian Federation" natural and legal persons may carry out archaeological research (excavation) in the manner prescribed by the Government of the Russian Federation on the basis of a resolution (open sheet), then within three years from the date of execution of works are required to submit all discovered cultural property for permanent storage in the state of the Museum Fund of Russian Federation.
Therefore, any real traffic in archaeological finds (archeological material) without any documents, formally confirming legitimacy of ownership (acquisition in countries whose laws allow traffic in archaeological antiquities, confirming the facts of inheritance and the like), is illegal and classified article 175 of the Criminal Code as the acquisition of and sale of property obtained by crime knowingly.

Article 7 of the Law of the Russian Federation "On export and import of cultural values" (from 15/04/1993, the № 4804-1) classifies archaeological antiquities as objects or fragments derived from archaeological sites and relates them to the category of objects covered by the of the Act.
Article 10 of the same law classifies as ancient archeological cultural values created over 100 years ago to be proscribed to a permanent removal from the Russian Federation and Article 56 (p.2) makes such export as contraband.
