So, he believes that contemporary art can not exist apart from his explanation. Ie it should already include an explanation.
Example: an artist with German roots creates an idyllic scenery, say, Bavaria. In this case the viewer must take into account his emotions associated with a very different past of Germany. An example may be unfortunate, but hopefully the meaning is clear: what about the picture, no less important than the fact that in the picture.
