These options are undoubtedly possible. But, alas, nowhere on these artists not mentioned, nor Google, nor Metacrawler of them do not know.

There is a John Henry Waddell (1921 -) American sculptor and painter. But I am not sure it was him, although his signature is slightly similar to the one in your picture (see attachment). In the bases are mentioned artists James H. Waddell and John Holms Waddell. About them, absolutely nothing is known, only one picture of the first (Madonna with the Christ child) is available in the network. Captions do not see it.

It appears that your landscape is written amateur: I think (maybe only on the photo), that the surface water in the left side of the picture - not flat.
