Help identify

I have to ask for help from the community, as well as himself in this matter does not make it out.
Below is a photo picture, which as far as I can remember, my father stood on a shelf in the shop in the far corner. Despite the fact that we repeatedly expelled from the workshops, all belongings carefully moved to a new place and this work too.
Who is the author and to whom it seems I do not know.
