Yes and no. Yes, and recognized, because it is not fashionable and very cheap, no - because I met (though not often) and frank lyapy from this office. In my opinion IMHO it still falls short of the pathos name "institute" because of their excessive financial orientation.
Sobsno I wish all this to say that in any case, their experience and opinions are always useful, though not perfect.

In this context, institutions and structures, synonyms, in another way - an institution. Reputation he deserved, its products are of high quality. Enough to see them released multi-volume union catalogs of major painters of the French Impressionists. Most of the employees highly skilled professionals. Atmosphere of good. Attitude to customers friendly, respectful. Unlike the other similar organizations.

So far, at least until Friday, I can not do anything because the thing is returned to the owner. But the auctioneer promised on Friday to send more details and photos.
Concerning the fragment, then I doubt it - rather it's a bad picture. There's enough normally to be met all the proportions and perspective.
