Estonian Ministry of Culture has prepared a bill which provides for compulsory purchase (!): Eek: works of art. It is reported by Postimees.
The document governs such areas as construction of public buildings, which are financed from the state budget. If the bill is adopted, then one percent of investment in construction will need to spend on the purchase of works of art (which will be used to design the building).
The authors of the bill, as the agency believes that the new rules would "make art more accessible to people."
Art works that are supposed to decorate the building, will be selected for the competition. Most members of the jury at the same time will be the representatives of creative unions.
Art critic March Kalm, to which the agency asked for comments to the plans of the Ministry of Culture treated with skepticism. In his view, the new rules could lead to formally meet the needs of officials, but the mediocre works of art.

This was practiced in America (and probably still exists today). This was partly due to the fact that they wanted to keep some local industries (especially Indian) and to support artists in general. As a result, it has become almost a fashion and an element of prestige. I do not remember the exact details, but something like this ... Other countries are also doing something in this direction. We in the Soviet times it was common practice. Commissioned tapestries, and they now hang in some of the hotels, made mosaics, all still see them, well written and murals in the hotel rooms were buying paintings ... Nothing new, Estonia does not come up, good practice, the artists earnings ...
