Second line - Skogen - a place in Norway. A signature, in my opinion, the Polish. No?

Fishermen are shown in the picture [in my fotoaparat broke, signature scanned and the work does not fit] may well be from the Norwegian town, but with the signature of confusion sploshnaya.Spasibo.

Danish artist Emil Janus Weinreich (Emil Janus Weinreich, 1892 - 1975).

Signed: "E. Weinreich Skagen" or, as in your picture, "EJWeinreich Skagen". Skagen - a small town in Denmark in the north of the Jutland Peninsula, populated mainly by fishermen, from him there was a name the Skagerrak. Very picturesque place. At the end of XIX century. they formed a colony of Danish artists pleneristov modeled Barbizon. About this colony and the works of its members, you can read quite a lot, typing in Google: "Skagen painters".
