Then Odessa was part of the Russia Empire and therefore on the emblem was a double-headed eagle Russia Empire. Due to the fact that for Paul the First was a coat of arms of Russia, than later, and on the arms of Odessa has remained a two-headed eagle - a Maltese cross on his chest. Миниатюры
