Default How to legally withdraw old engravings from Europe?

Dear forum members, my name is Alexander. I'm a beginner collector of old prints. Please help, relying on your experience, to understand such matters: For instance, if I buy in France or Germany, old engravings in an antique store or flea market. how to legally remove them from these countries. I have a friend in such a way to export from the Czech Republic, all he wants, ie intermeddle in the bag ...
