Born into a family of Dutch consul in St. Petersburg. He received his early education in a private boarding commercial G.A.Videmana Petersburg. In 1875 P.S.Seytgof entered the Academy of Fine Arts, where for one of his works was awarded the large silver medal. Some of the best student work P.S.Seytgofa were selected for the Museum of the Academy of Fine Arts. P.S.Seytgof known primarily as a gifted landscape painter, whose paintings often exhibited at the St. Petersburg exhibition of XIX - n.HH centuries. Several of his works have been acquired by the artist and art critic for the collection of Princess Benoit M.K.Tenishevoy known patron of the arts.
In aprele1895 by decree of Nicholas II was founded by the Russian Museum of Emperor Alexander III (now - the State Russian Museum). For the collection of the newly established Academy of Art Museum gave in 1897 to the opening of the first exhibition, part of the collection of papers of his best students. Among these works was a painting P.S.Seytgofa "Pond in Pavlovsk." The drafters of the first catalog of the Russian Museum described it this way: "The greenish pond water rises on the left bank, overgrown with trees, and, skirting the water goes to the right."
