Typically, a certificate is inserted into a plastic file and the file is already prikleevayut tape.
This is done at the post office workers themselves.

They vskroyut parcel if need be, but do not deploy it with no CC.

I understand that if there is inventory investment, and resolution - this list, then you can not send a simple parcel, inventory - is registered item.
