28.09.11 Control of movement of cultural property

In view of the abolition of the Federal Service for Supervision of Legislation for the Protection of Cultural Heritage (Rosokhrankultura) and transfer its functions directly to the Ministry of Culture of Russia (in accordance with Presidential Decree of 08.02.2011 № 155 "Issues of the Ministry of Culture of the Russian Federation") report.

In the present territorial authorities Rosokhrankultura continue to operate fully within its powers, including the work of state control over the export and import of cultural values. Issued by territorial authorities Rosokhrankultura approvals and supporting documentation is valid.

All of the experts on cultural values, Rosokhrankultura certified in accordance with the Law of the Russian Federation of 15.04.1993 № 4804-1 «On export and import of cultural values" are authorized by the Ministry of Culture of the Russian Federation (Order from 12.08.2011 № 863) for the implementation of examination of cultural values, declared for export, import, temporary export, returned after temporary export, as well as seized or detained by customs or law enforcement agencies.
Experts on cultural property certified by Rosokhrankultura remain in office, including experts, issuing a standard reference for the export of items that are not cultural values, as well as experts working in airports and customs offices in Moscow.
The date of the territorial bodies as structural units of the Ministry of Culture of the Russian Federation will be announced later.
