He explained that Russia, like most countries, is a member of the UNESCO Convention on the Means of Prohibiting and Preventing the Illicit Export and Transfer of Ownership of Cultural Property, done at Paris on November 14, 1970. From 1 January 2004 was repealed existing 30-percent charge on imports of cultural values, and their importation by individuals for private purposes is completely freed from duties and taxes. On August 2, 2009 allowed the export of cultural property, even over 100 years old when they were purchased abroad and imported legally into the country. From this year from taxes on importation of cultural property exempted all museums, archives and libraries, but libraries benefits apply only if the prints are received by the international book exchange.

As the head of Rosohrankultury in the future should be exempt from tax, and books purchased by the library directly, and also received a gift from the author or patron, for no value added here and there can not be, the more that citizens are books on the law given in libraries for free.

In addition, he is convinced that the EurAsEC should adopt uniform rules for processing import and export of cultural property, which will get rid of unnecessary barriers, customs and administrative procedures.

This work may not be as visible as the activities of Rosokhrankultura in public protection of monuments, the accreditation of organizations for collective management of authors' rights or to recover stolen cultural property. And what is more convenient and easier for them we make the rules, the more comfortable they will feel, the less will remain stereotypes, rooted in the days of the Iron Curtain.
