Born in the family of a prosperous farmer. He studied at Kazan, in 1917 graduated from the Kazan Art School, where one of his teachers was Nikolai Fechin. In 1914 he visited the Crimea, then worked for a time in the impressionist style, but later withdrew from it.
In 1917, he became the leader of the united artists who called themselves the "Union of Sunflower." The union declared to combat "outdated art." The first exhibition of the group, in fact, represents a for avant-garde, was held in 1918. Of 305 exhibited works 50 belonged Chebotarev. During this period he created works mainly made up of compositions of geometric shapes. His most famous works - "Red Army" (1917).
In 1919 Chebotarev was mobilized into the army of Kolchak and only returned to Kazan in 1921.
In the early 1920s, the artist was at the forefront of the Free Higher Artistic and Technical Workshops (ARHUMAS), later the Kazan Art and Technical Institute, at the initiative of Fechin, in charge of the teaching, he taught painting, drawing and composition.
Kazan in 1920 was already a recognized center for avant-garde. In 1920 it was published anthology "rider" to which return from the army joined Chebotarev. He also worked in the Kazan Youth Theater "KEMST" and designed several productions.
In 1926 Chebotarev moved to Moscow, where he worked as a stage designer.
