Peter Tarasovich Maltsev was born 4 (17) December (according to other sources, 8 December) 1907 in Mariupol, Ekaterinoslav province (now Donetsk region of Ukraine).
From 1921 to 1924 he studied at the Art School of Zaporozhye VN Nevsky.
From 1924 to 1930 he studied at the Higher Art and Technical Institute (VHUTEIN) with P. Kuznetsov, VA Tabor, L. Bruni, NM Chernyshev.
Participant of art exhibitions since 1928.
Member of the Union of Artists since 1932.

Painting PT Maltsev "Storm Sapun Mountain" has been praised at a national art exhibition in honor of the 40th anniversary of the Soviet Armed Forces. This work later became the basis for the creation of the current dioramas - "Storm of Sapun Mountain May 7, 1944."

The creative team of P.T.Maltseva (team leader), G.I.Marchenko, N.S.Prisekina in 1958 went to work. Military consultant was Hero of the Soviet Union captain of the first rank in retirement GV Ternovskii.
