How do I send a picture in the U.S.?

Faced with a problem with sending pictures in the United States . I wanted to send them Fedexom , I thought that would be enough to permit removal of the Ministry of Culture , pack and place of customs documents . But no in the Fedex told me that :
A . Freight does not insure , and the customer requests to insure .
Two . Pictures (customer asks me to post the work on the stretcher and frames ) are not packaged as they do not pack this size.
