In the work of Helen Il'ichevo traced love of paintings by old masters, many authors present quotations, paraphrases familiar classics. Franz P. de Vollan (Devolan) - the first engineer in the armies of GA Potemkin and Alexander Suvorov, the first architect Voznessensk, Odessa, Novocherkassk, Tiraspol, Ovidiopol and other cities, the builder of the first iron bridge in St. Petersburg, the first engineer in the the head of the Office of Communications, the first member of the Committee of Ministers of the agency, the first Russian hydraulic engineer who created the largest water system in Europe, St. Petersburg from the Volga River and the White Sea.

Born September 20, 1752 in Antwerp in Brabant family of the nobility. Spent his youth in the Dutch settlements in North America, where he first got acquainted with the military-engineering task: took part in the construction of fortifications, and fought with the British. Since 1779, Mr. F. Devolan served in Dutch Guiana, and was engaged in topographical surveys and mapping. Upon his return to Holland in 1784, he participated in the drafting of the Atlas and the south-eastern part of Holland. In March 1786 he retired.

Under the patronage of the Russian ambassador in The Hague, SA Kolychev joined the Russian service engineer Major October 30, 1787 at the age of 26 years. The following year, during the Russian-Swedish war, he in the Navy Admiral SK Greig Gotland participated in the battle at the end of that year, and then sent to the south of the Army GA Potemkin.

F. Devolan soon moved to St. Petersburg and 6 October 1798 was dismissed from service. When creating the Department of Water Communications in 1799, he was invited to serve in this institution. Over the years 1800-1810. F. Devolan led ambitious hydraulic engineering works, to create a unique and Europe's largest water system, which connected Petersburg with the Volga and the White Sea. From 1916 performs the design and construction supervision of the European highway-type road between Moscow and St. Petersburg

Franz P. Devolan died on November 30, 1818, buried in St. Petersburg in the Volkov Lutheran cemetery.

In order to perpetuate the memory of Franz de Vollan Elena Il'icheva exhibits created in the master-class product on the auction (the gallery "Cosmopolis"), the proceeds will go to Odessa Club of St. Petersburg to install a memorial plaque of the great architect.
