Default As in England, respect the right of private ownership of art

Here's an example of this law on cultural values.
And in Russia would simply have banned exports of all, they do not care about the rights of private property.

The British government has allocated millions to save Titian paintings

British state memorial fund "national heritage" (NHMF) has allocated 10 million pounds sterling in London National Gallery and Edinburgh National Gallery of Scotland to buy paintings by Titian, Diana and Acteon. " If, before 31 December 2008 these two museums do not gather 50 million pounds (75 million), it is considered a national treasure fabric will be sold, says BBC News.
The painting "Diana and Acteon" belongs to a private person - the Duke of Sutherland, but since 1945 it is set in Edinburgh. In 2008, Duke decided to sell the painting, as well as another work of Titian under the name "Diana and Callisto", estimating each picture to 50 million pounds. Talks museums and government representatives with the owner of the paintings successfully not been, and in the UK at the end has started a national campaign to raise funds for the salvation of masterpieces.

In recent days the campaign joined the most famous British artists - David Hockney, Lucien Freud, Tracey Emin and Damien Hirst.

Within the walls of the National Gallery of Scotland exhibited 27 works "old masters" of the so-called Bridgewater collection, owned by the Duke of Sutherland. Both Titian are a collection. If 100 million, which wants to Duke (in two parts), will be collected, the Bridgewater collection will remain at the museum for another 21 years.

Foundation for National Heritage "funded by the Ministry of Culture, Media and Sport. This organization is engaged in purchase from private individuals valuable works of art.

By Titian did not gather: (Austrians won by Klimt is not collected. In addition there is a price market distortions - Titian is cheaper, for example, Pollock and other first names in the abstract expressionism. But you are right that Russia has such a formulation issue on private property until the present difficult - instead of money would have found the arguments poubeditelnee.

In Russia you can buy a lot, but no display .. so the market of antiques, paintings there .. All neftidollary at auction in London flock, and here we are trying to Russia's law on "Import export of cultural values" to discuss .. funny.
There are laws adopted in the EU (they can be taken as a basis), why reinvent the wheel is unclear, although there is understandable for corrupt officials (from min.kultury), customs, Russia's law simply perfect, pockets stuffed with dozens mln.ue.ne one year .
And for the normal western collectors a lot of problems, so the whole art business located in the U.S., London, Paris ..
-------------------------------------------------- ----------
Richard Dietz: "liberalizing law, reduce restrictions on exports"
"...... In my view, there are several reasons why the investment potential of Russian art is not disclosed in full. One of them - lack of a clear system of rules governing the export of art treasures from the country. The result is a substantial difference in their value within the country and abroad. Because of export restrictions on Russian art can not truly become part of the world market. liberalizing laws, reduce restrictions on exports - and Russian art will be much more expensive. This it would be good both for artists and for dealers and collectors ...."

Default Brits miss had cost millions now Turner

British fans of paintings by William Turner failed to collect 5.4 million pounds to buy a landscape Villa Pope at Twickenham, the American buyer, acquired this painting in July 2008, at auction Sotheby's. The government blocked the export of paintings for a few months, but the necessary sum has not been collected, reports The Times.

The former owner of the painting Lady Elizabeth Eshkomb parted with her because of the need to contain Sadli family castle in Gloucestershire.

British law does not prohibit the sale of works of art outside the country. But when it comes to national heritage, the Department of Culture may impose a temporary veto on the export of the object. Sometimes the government can not organize an effective collection of funds to purchase a valuable product: thus, 2 February 2009 it was officially announced that two national museum, with the support of several public and private funds raised 50 million pounds (71 million dollars) to buy the Duke of Sutherland, the canvases of Titian "Diana and Acteon."

In 2007 London's Tate Gallery has managed to find 4.95 million pounds (9.8 million dollars at the then exchange rate) to buy from a private individual Turner's watercolor "The Blue Riga. Painting otherwise would have left the UK.
