Never, obviously...In the world there is no transparent market sector...Everywhere there are kickbacks, "gifts", "cost optimization"=tax evasion, false reports, advertising hype and suggestion to the buyers false information etc...Just in "civilized" countries it is well hidden under layers of paint craquelure and noble...
