Sergei Alekseevich Vlasov was born September 13, 1873 in a village near the town of Galich hemp (now Mountain Street) to a peasant family. Here he spent his childhood and youth. Here, early demonstrated his passion for drawing and painting, but the means to study in the family was not.
Finally, on the advice of some local officials Zemsky, appreciated the artistic abilities of the young Sergei, he filed a petition Galichsky city council to appoint him to benefits or scholarships for art education. To his joy Zemstvo gave him a lump sum of 50 rubles.
Sergei Alekseevich went to St. Petersburg and entered into Higher Art School at the Academy of Arts. Works in the workshop IE Repin. Here Sergei Alekseevich created a series of modest, deeply realistic sketches from the life of Galich and its environs. He did not create large paintings, and opened the image of his native city as if in installments in a series of sketches.
Places of permanent residence Vlasov chooses Petersburg, Vasilevsky Island. Here in Havana in 1919 was the first exhibition of his works.
In 1921, Sergei Alekseevich organizes an exhibition of his works in Galicia. A number of his works becomes Galichsky museum, now "Galich XIX century" has become a local newspaper. Many works were acquired by private individuals.
In Galic Vlasov attract other ancient cities - Novgorod, Pskov, Rostov Veliky Ustyug. He likes to draw historical monuments, was a great expert on the restoration of wall paintings.
