I think that the picture (as the possible work of art) are just two cases. 1 case - when a person comes to the artist and says: Draw a portrait of his wife (razrisuy walls of the church, playing back story from the Bible, draw a certain moment in history), 2 case - when an artist has an idea, have an image, a thought, and he tries to express through painting.
In the second case, the artist will still see if someone is his masterpiece, buy it and for how much, and I think that such works more chance to get into the category of art. In the first case, already supports the idea of the customer, but in the history of many examples of custom work and turned into masterpieces.
The case that you describe, namely the creation of paintings by some average fashion trends + criteria analysis of sales by auction of contemporary art in the calculation of Modern Viewers - is not art, it's business. It's not bad, it's just another field of activity.
