I have no idea who considered himself Soutine. I do not think he spent much time reflections on their nationality, he was more than enough other problems more pressing. On my part it was not just a joke - Soutine really a kind of "come from Smilavichy." But this man was born and lived on the territory of Russia empire. In the end he had left, and long before the State of Belarus has appeared on the political map of the world - no matter whether the account is from 1918, 1945 or 1991 (different versions cited, but as a confirmed fact I'm saying).
In international law there can not be retroactive , and people with historical education, and without him, usually know it.
