I do not understand why this practice is surprising, because it is simply an exclusive contract, and until, say, mid 70's. all the major galleries of the West worked on such a model (I already wrote that this explains the impressive run-off in such galleries as the Minotaur or Schmid, whose fathers were with their exclusive). Here is an example of Maurice Utrillo, who for decades was the exclusive with Petridesom now at 1 week (I put a small article about how the concrete exercise of this contract). In Nicolas de Stael in 1940-s. was a contract with a gallery of Joan Buchez.
From the present surviving artists will call Edik Steinberg, who has this kind of contract with a gallery of Claude Bernard. Of course, this is not an isolated case.
Now about the other.
For forty years, visiting galleries, I never saw that the fees are posted on public display. But in the shops clothing is not advertised price at which they purchased it. So you're really a little too demanding for the poor gallery owner
