Implementation of the Geneva Accords was thwarted as a result of the proclamation in October 1955, the Republic of Vietnam to southern Vietnam and the denial of its President Ngo Dinh Diem from the holding of free elections. International Commission of Control was unable to perform its functions and has been dormant.
President Ngo Dinh Diem came from the oldest Catholic clan and came to power through strong support from the U.S. and the Vatican. Diem actively engaged in the planting of Catholicism. This led to mass protests organized by leaders of the Buddhists. In May 1963 protests and guerrilla activity had reached such magnitude that the U.S. government considered Diem regime ineffective and ceased its financial support. In 1981, the former director of the Planning Department, the CIA Colby admitted that the preparation of bias Diem authorized the U.S. President John F. Kennedy.
