This was practiced in America (and probably still exists today). This was partly due to the fact that they wanted to keep some local industries (especially Indian) and to support artists in general. As a result, it has become almost a fashion and an element of prestige. I do not remember the exact details, but something like this ... Other countries are also doing something in this direction. We in the Soviet times it was common practice. Commissioned tapestries, and they now hang in some of the hotels, made mosaics, all still see them, well written and murals in the hotel rooms were buying paintings ... Nothing new, Estonia does not come up, good practice, the artists earnings ...
