The name of the Program was born out of sustainable phrase "one sixth", which means exactly that part of the world's land, the space that occupies our Commonwealth. This phraseologism easily recognizable by most inhabitants of the CIS. Under the "plus" refers to the nearest neighbors and those that contemporary art which is significant in guiding the Commonwealth and the Baltic States.
