If this is the Lebur that Lebourg Charles Albert (1849 - 1928 French).
His biography is well known:
Albert Lebourg was born in Montfort-sur-Risle, France February 1, 1849 and died in Rouen January 7, 1928. He is considered the French Impressionists. Lebourg had an early interest in architecture and studied with the architect Drouine in public schools gums Rouen. He became more and more interest in art, and through Drouina met landscape painter Victor Delameyrr (1811-1868), who became his teacher. Abandoning the architecture of he 1871, he was promoted to professor of drawing in the Society of Fine Arts in Algiers. He remained there from 1872 until 1877, drew a lot. (Streets in Algiers (1875, Rouen, Muse. Fine Arts Academie) He also experimented with images in a variety of different lights, in a manner similar to recent works by Claude Monet (1840-1926 ). In 1877, Leboerg quit his job in Algeria and returned to Paris. From 1878 to 1880, he studied at the atelier of Jean-Paul Laurens., where he discovered Impressionism. During this period Lebourg befriended Edgar Degasom (1834-1917), Claude Monet and Alfred Sisley (1839-1899). He first exhibited at the Salon in 1883 and again in 1886. In 1889, Lebourg began to show in the fund Société Nationale des Fine Arts Exhibition and regularly from 1891 to 1914. Between 1884 and 1886, Leboerg spent most of his time in the Auvergne region, producing such works as Impressionistic Snow in Auvergne (1886, Rouen, Muse. Academie des Beaux Arts), in which the river re-establishes the normal presence of water in his work. After living and working in numerous locations in North France Leboerg traveled to the Netherlands (1895? 18977) and in 1900, he spent a brief period in the UK, which confirms his love for Joseph Mollordu William Turner (1775-1851), John Konsteybl (1776-1837) and Thoma Gainsborough (1727 -- 1788). He continued to work in color impressionist style landscapes, such as small farm water (Ile de Vaud) (1903, Rouen, Muse. Academie des Beaux Arts) until 1921, when he was paralyzed by a stroke.
