Can. The course has grown and ruble prices supposed too, but there is a concept of effective demand. The vast majority of citizens ruble revenue has not increased or decreased. If you need money, and to take them, you can only sell something unnecessary (pictures for example) to sell them for so much, for how much they are ready to buy.
