The point is in principle good, no one disputes. Phrase confused about buying at below market prices . Logic is not understood. Who can sell things and who can buy them :
1. Directly from the artist . And so they are not rich people . Belabour their commissions and choke at the price - a little courage.
2 . At heirs. Well, maybe . For getting into a good museum makes sense , of course.
3 . Dealers /galleries . There is no reason to sell below market . Anyway dealers do not like contact with state agencies : price strangled, paying a very long time for this money and depreciate a lot of inconvenience .
4 . At the auction . State agencies in the auctions can not participate , they can acquire only by a pre-agreed price. So, perhaps , for such operations asking sponsors and all that.
Certainly missed something , but the options where to buy ( the more masterpieces and not surplus stock ) at a price below the market not so much.
