K-Maler, I'm sure that, by analogy with Moscow - you just need to phone your regional office of the Ministry of Culture and the time to find out the presence of an expert in the airport or specify (late ) arrival (or documents can be completed in advance : send photos of works and documents by e-mail and get permission before arrival - and the customs to stamp )
