Paul , why do not you have a question , " whose money " when officials take out their money , their children , their loved ones ?

So pay them themselves and they will do the trick for your money.
I spoke with our might (even most) , they are not the nicest people , they are engaged in protection of rights , IMHO, and solve their psychological problems. Is compensated people will not go to court and fight for instances the interests of others .
But they do it !
Human rights defenders are needed, otherwise the court will again become the "troika " . While typically begin with them.
When the power runs over defenders , first normal society should defend them , and then you can and ask about their income ( not great as a rule) .
