Got a picture in Europe and sent via TNT in St. - Petersburg, at the customs office in Moscow, she was detained and asked to customs clearance .

Question: 1 ) Can I arrange customs clearance at St. Petersburg? and whether I deny this ?
2) Do I have to be her customs clearance , if I register it as a cultural value? If yes, how much is customs clearance ( picture 15 000 euros) ?
