Направлял запрос в "Национальный музей портрета" в Лондоне. Вот, что они мне ответили:

Thank you for your email and the photograph of the portrait. I do not think that this can be by Liotard, who as you say worked extensively in pastel, as it is too late to fit into his body of work. The sitter’s hairstyle dates the picture to the 1780s and I have found no other example of his work showing this fashionable and distinctive hairstyle.
If English, and I agree that this could be a possibility, then one candidate would be John Russell (1745-1806). However comparison with his work from this period is not favourable: Russell’s pastels of the 1780s show a far lighter and more lively rendering of the fabric and lace than is shown in this work.
I am afraid I have no other suggestions for artists to whom to attributed this work and am sorry to have to respond negatively.

Получается, что по времени все сходится. Вполне так себе 1788 г., наверное никому не известный художник Mupard ( в соотвествии с деревянной табличкой) выполнил во Франции эту работу... Жаль, но похоже на этом поиски закончатся...
