I looked through several Martynovs. Neither came. Neither the style and character art, or for the signature. So purely logically I can assume that this Martynov Basil L. (1888 - 1971).
The artist, set designer. Born in Nizhny Novgorod. Member of Gorky branch of the Union of artists of RSFSR from 1949 Exhibitor regional and national exhibitions since 1911, participated in exhibitions Akhra. He worked in the genres of industrial and lyrical landscape, portrait, of theatrical and decorative painting.
That is the notion of "theatrical-decorative art" and is suitable for your picture. Although this is purely my speculative opinion not unfounded, because not find a more suitable Martynovs
